Copper Outlooks: What If China’s Annual Growth Drops To 5%???

Bloomberg.com ran a story 7/29 looking (in some detail) at the possibility that economic growth in China might be lowering to the 3% level.

Yes, 3% GDP growth, year-on-year. A tragedy, I guess, for a communist dictatorship that’s publicly targeting 7%, in a country used to double-digit annual growth rates (China’s economy is thought to have grown at 10% or better for 35 years, I kid you not).

Some key slices:

  • As China’s economy has cooled, commodity prices have slid. Iron ore has slumped 17 percent since reaching a 16-month high in February.
  • A growth rate in China of 5.9 percent in 2014 would lead metal prices to fall as much as 30 percent, while oil prices may drop as much as 20 percent, according to an estimate by Nomura in a July 23 report.
  • In the case of a hard landing, Societe Generale’s investment recommendations are to sell copper call options and buy copper puts

AND – as evidence that this is not pull-it-out-of-your-butt speculation:

Premier Li has signaled he is willing to endure slower growth as he weans the economy off exports and cheap credit, and steers it toward a more market-driven path with a reduced role for government. The central bank engineered a cash crunch last month that sent the overnight interbank lending rate to a record 12.85 percent in an attempt to rein in speculative loans.

California Energy Policy: Southeastern States Beware

“Two recently approved solar power plants in California ranged from $100 to $200 per megawatt hour, compared to the $16 consumers will pay for natural gas generation. That’s six to twelve times the cost of gas–and for an intermittent supply that must be backed by natural gas to even be usable.” 

As states across the nation ponder what to do next on energy policy, there is no case study more important than California. One of the world’s largest economies, with nearly 30 million inhabitants, California for decades has lived on the progressive edge of American energy policy.

The state’s renewable energy mandate of 33% by 2020 has served as a beacon for anti-fossil fuel advocates nationwide. But as I have written elsewhere: “California isn’t a beacon of progress; it’s a lighthouse, showing the path to disaster.” Think of power outages when elevators are stuck, traffic lights go out to snarl transportation, and much more–with human lives, not only human comfort, at the margin.

California’s experience with renewable energy has been far short of what its advocates promised. And, ironically, the drive toward deploying more renewables has only heightened the need to build more fossil fuel generation. Starting to sound more like a warning siren than a clarion call?

A recent report detailed how California’s Riverside County has become the epicenter of the state’s renewable power movement, producing more solar power than anywhere else in the United States. But consider one of the impacts on the local economy. A 500-megawatt natural gas plant in the county pays nearly $6 million in property taxes, while a solar plant built just a few miles away pays less than $100,000.

And the jobs impact? Stated Riverside County Supervisor John Benoit:

On the face of it, it looks like a good deal. They talk about all these huge jobs and long-term benefits to the county. The truth is, it’s a very short term. “We’re going to be carrying the burden of having these types of facilities for decades to come, and because of the incentives that have been provided by federal and state government, there’s virtually nothing left for the county government or the local people to get benefit back after the small number of construction jobs are gone.

Alabama, Georgia Beware

That’s a far cry from the claim recently made by Alabama Environmental Council Director Michael Churchman that transitioning to renewables will create stronger local economies.

“Economic and environmental interests work in tandem,” Churchman tells us. Of course, his point of view is speculation, while California is living the reality. It’s the same reality that Spain lived through, as it lost two existing jobs for every one renewable energy job it created. You might call that ‘applied math.’

Stanford economist Frank Wolak, a California energy expert, says solar power for on-grid users could boost power bills as much as 50 percent, a conclusion similar to the one made by the state’s Public Utilities Commission.

In fact, two recently approved solar power plants in California ranged from $100 to $200 per megawatt hour, compared to the $16 consumers will pay for natural gas generation. That’s six to twelve times the cost of gas–and for an intermittent supply that must be backed by natural gas to even be usable. Solar is wildly uneconomic where there is an electricity grid–and thus a niche product for where there is no plug-in power.

Supervisor Benoit politely massages the cost premium:

[G]etting back to the old equation, do you want to spend a little bit more to be green? And the legislature and the governor in California have said clearly, we’re going to do that.

Meanwhile, in Georgia, solar industry advocates like Mark Bell of the Georgia Solar Energy Association, tell consumers that more solar energy is going to bring electricity rates down. Who are we to believe? Leaders in California who are dealing with the realities of aggressive renewable energy mandates, who oversee some of the nation’s highest power bills and who believe the jobs argument for renewables is overhyped?

Or environmental groups and solar industry spokespeople who are asking us to believe that the laws of energy economics wreaking havoc in California don’t apply to Southeastern states?

Now for the irony. More renewables in California is meaning more fossil fuels. Consider the picture painted by the Los Angeles Times in a recent article, Rise In Renewables Will Require More Fossil Fuels:

The Delta Energy Center, a power plant about an hour outside San Francisco, was roaring at nearly full bore one day last month, its four gas and steam turbines churning out 880 megawatts of electricity to the California grid.

On the horizon, across an industrial shipping channel on the Sacramento-San Joaquin River Delta, scores of wind turbines stood dead still. The air was too calm to turn their blades — or many others across the state that day. Wind provided just 33 megawatts of power statewide in the midafternoon, less than 1% of the potential from wind farms capable of producing 4,000 megawatts of electricity.

Golden-State Irony: Fossil-Fuel Rescue

In California, it is not uncommon for local power grids to lose as much as a thousand megawatts of wind and solar generation in as little as half an hour. That’s as much generation as a nuclear reactor or a small coal-fired plant. Such volatility on such a large scale threatens California’s grid with instability, meaning more back-up generation from fossil fuels must be built, mostly from natural gas.

“This issue is someplace between a significant concern and a major problem,” says electricity system expert Severin Borenstein, a professor at UC Berkeley’s Haas School of Business. “There is definitely going to be a need for more reserves.”

The price to California electricity ratepayers of building such reserve generation, on top of the already high cost of renewable power, will likely be billions of dollars in the coming years. So much for the notion that renewable power will save anyone money.

In fact, California is showing us just the opposite. Ratepayers are paying more money for inferior energy–and misallocating scarce resources in violation of Economics 101.

It’s a lesson to which lawmakers and policy leaders across the rest of the U.S. should pay close attention.

How to Cut Your Electric Bill in NJ

One of the major concerns in the world today is depletion of energy. As concerned citizens all of us must make a concerted effort to be conscious citizens and save on our electric bill in NJ. Electricity has become integral to life but imagine having to live without power.

1.    Doing an energy audit. This will tell you how and when you use energy and where the wastage lies. 2.    Think about resetting the thermostat ten degrees lower during the night. If you can do this for say approximately eight hours a day you will save 10% on electricity without sacrificing comfort. Insulate the home in winter by drawing shut the drapes.

3.    Check all insulation in the house. If you increase attic insulation to around 12 inches the electricity consumption will reduce by 20 percent.

4.    Plant more trees around the house these will cool the house in summer and insulate the house in winter. Studies show that a green cover benefits in many ways.

5.    Have all electricity wires and outlets checked for leakage. Check all fuses and appliances.

6.    Fluorescent light bulbs are energy efficient. They use 75% less energy than ordinary light bulbs, this will definitely help cut your electric bill.  These have a longer life and contribute to great savings.

7.    Use energy efficient appliances. These use less energy and believe it or not a high efficiency refrigerator uses less electricity than a light bulb.

8.    When you are away even for a few hours or days you should turn off and unplug   all electrical appliances and turn settings on the thermostat, water heater, and refrigerator to the lowest setting.

9.    Ensure that you use a water-saving shower head. Water heating costs for a family can be lowered by at least US$ 250 a year.

10.    Weatherize your home. This helps reduce heating bills by 20% and cooling by at least 10 percent. Even when building a home or decorating it use weather friendly materials—those that are not good conductors of heat and cold. Install windows and glass panes in the roof in such away that you use sunlight to light up the rooms during day light hours. Make an effort to switch off lights and fans when leaving a room. Ensure that the filters in air conditioners and heaters are always cleaned and free of clog and dust.

If you live an energy efficient lifestyle you will see the numbers on the energy bill actually reducing. The power to cut energy costs is well within your control. It is as simple as only washing full loads and that to in cold water. Use the hot wash option only for very dirty clothes.  Cook food only just before you are ready to eat that way you can save reheating costs as well as refrigerating costs of storing the food. Turn the thermostat of the refrigerator to minimum in cold or cool weather. Switch off freezers if they are not in use. Small contributions can all add up to significant amounts of power saved. And, power saved means money in the bank.

Is the Carbon Tax Seance Over? (A reality check for a trumped-up ‘conservative’ cause)

When asked if a carbon tax was preferable to EPA regulations on greenhouse gases, David Kreutzer, a research fellow with the Heritage Foundation who sat on yesterday’s panel, described the question as a trap.

It’s like asking me what’s the most humane way to execute innocent people …. When conservatives talk about a carbon tax, the headline says, “Conservative supports carbon tax,” So I’m not going to be drawn into this fantasy world where we speculate on what might happen when we know it won’t, when it gives people ammo to misrepresent what I said.

So no, a carbon tax is not preferable to EPA regulations.

Last week, the Institute for Energy Research (IER) held a panel event in Washington, “A U.S. Carbon Tax: The Rest of the Story,” featuring four critics of such a levy:

Robert Murphy, Senior Economist, Institute for Energy Research

Ross McKitrick, Professor of Economics at the University of Guelph, Ontario;

Kenneth Green, Senior Director of Energy and Natural Resource Studies at the Fraser Institute; and

David Kreutzer, Research Fellow in Energy Economics and Climate Change, Heritage Foundation.

Opening Comments

I moderated the panel for IER (I am founder and CEO of the organization). My comments attempted to put the current tax debate in perspective:

Today’s debate is the third try for a major energy tax related to the issue of climate change. The first was the Clinton BTU tax debate, which died in 1993 after several years of debate. (Note: The BTU tax began as a carbon tax and got quite polluted in the real world).

The second energy/climate tax debate was the federal cap-and-trade legislation that died in 2007. Try three for a climate tax has one major difference from the first two: It has far less political support and prospects than the earlier two from the White House to Congress to Wall Street to Main Street.

But if it be said that we are beating a dead horse today, there is a séance going on to bring a carbon tax to life. And it is one particular piece of that debate that we will challenge today on theoretical and empirical grounds: That a carbon tax can somehow be nonpolitical—and it can produce economic benefits on its own.

You have heard about a carbon tax being a “win-win”—a “double dividend” for both the environment and the economy…. A tax on “bads” rather than “goods.

Now, we do know by simple math that a unilateral U.S. carbon tax will not have a discernible effect on global climate. As one pundit put it, nature will not notice a U.S. carbon tax. [Chip Knappenberger has calculated that a tenth of a degree of anthropogenic warming would be avoided 50 or 100 years out—if you believe the high-sensitivity climate models.]

But the economy will notice a carbon tax—and everyone in the economy as producers and consumers. A carbon tax is an energy tax since more than 80 percent of American energy today is carbon-based.

We had a packed room and a large Internet audience. And the panelists did not disappoint.

Bob Murphy exposed the social cost of carbon as subjective and varying–and even as positive rather than negative as climate alarmists/activists are determined to portray. (His testimony the next day before a Senate subcommittee elaborated on his points.)

Ross McKitrick explained how the tax interaction effect did not make a carbon tax a trade for taxing ‘goods’. Ken Green explained how the idea of a revenue neutral, nonpolitical tax was fantasy–and how he came to reject a theoretical CO2 levy with such realization.

And Kruetzer, as the lead quotation above made clear, was not going to be party to any dialogue for a carbon tax being preferable to anything…. Bravo! Also in question & answer, Ken Green made his views on the carbon tax very clear. But how the media tried and tried to get a crack to show that there was “conservative” support for a carbon tax, even asking Green in a private conversation the same question and getting a ”might.”

See, conservatives are “fighting” over a carbon tax, right? … Not really….

R Street/ E&EI Pushback

Basically, two “conservative” groups are getting a lot of ink (and big bucks) for their support for a carbon tax to somehow get Republican politicians to go along. One is R Street, the breakaway group from the Heartland Institute. The other is Energy and Enterprise Initiative, founded by discredited former (ousted) Republican congressman Bob Inglis of South Carolina (he lost 27%-73%) . As IER president Tom Pyle stated to a reporter after the event:

“I feel like they’ve been given an exorbitant amount of weight in terms of their voice in the conservative movement by the media,” Pyle said after the event. “So there’s this perception that there’s a groundswell of conservative support for a carbon tax, and it’s just not true. It’s the same couple, few people that keep popping up in the same articles,” he added.

Following up on the two groups, E&E News quoted Andrew Moylan of R Street as urging a “Republican” strategy of embracing a carbon tax as an alternative to Obama’s “expensive and opaque regulatory regime.”

Alex Bozmoski of the Energy and Enterprise Initiative complained about the IER panel’s approach: “Their [anti-carbon-tax] plan is just to fight having a plan.” In double-speak that would make any propagandist feel in company, Bozmoski added:

Honestly, that’s not where conservative Americans stand. Washington will catch up to the silent majority. I think there will be a courageous batch of conservative leaders who are remembered as the ones that positioned American free enterprise to deliver an answer to climate change.

No, government planning should be frontally challenged with the solid intellectual case that there should be no government plan with the climate as with the economy itself. And no, “conservative Americans” are not interested in a major new qualitative tax, period.

Conclusion

A carbon tax is problematic in theory and application. It is a political nonstarter. It is a feeder lane on the road to climate serfdom. And as a result of IER’s conference, it now has less of a place to hide.

U.S. Energy Policy: New Mindset Needed (‘energy security’ narrative must go)

“Government energy programs have been arrogant and, in many respects, irrational as well. Policymakers have often assumed that technological breakthroughs would occur simply because a law said they would happen. Of course, in reality, presidents, members of Congress, bureaucrats in the Department of Energy, or the EPA could not and cannot legislate, mandate, or decree technological advance.”

The U.S. will never have useful energy policies unless and until it abandons a 40-year-old half-truth: We consume more energy (particularly oil) than we produce and thus are “dangerously” dependent on world markets.

The story—what I call the U.S. energy narrative—was created in the 1970s, and was widely accepted because it superficially explained the energy crises.

In the story, the U.S. was the victim of big oil companies who wanted our money and Arab oil sheikhs who not only wanted our money but also sought to use oil as a weapon to affect a change in our international policies. Our standard of living, way of life, and national security were all at stake. But the energy narrative had a potentially happy ending; if dependency was the problem, independence was the answer.

Of course, the story wasn’t just simple; it was simplistic. True, we have bought petroleum on an international market, but that fact does not threaten our national security, our standard of living, or our way of life. Indeed, this was never true.

The dependency fear grew largely out of a misunderstanding of what caused the gasoline lines in the 1970s. It wasn’t the Arab oil embargo, but rather price and allocation controls in the U.S. The embargo was a complete failure as far as the Arabs were concerned.

“Energy Dependence”

Nevertheless, the narrative lives on, and energy independence remains the ultimate end of policy. But what exactly does energy independence mean? From 1973, when Richard Nixon announced Project Independence, the idea itself has had multiple meanings (I’ve counted at least a dozen) or rather no real meaning since it means what anyone wants it to mean.

“Energy independence” has in fact become a catch phrase for politicians from both parties. From 2001 to 2012, for example, members of Congress uttered the words “energy independence” about 2,500 times in speeches and debates; every president and presidential candidate since Nixon has bought into the dependency story and advocated something or other labeled energy independence; forty years on, confusion and failure notwithstanding, the narrative and its solution remain.

But so far from providing guidance for energy policy, the narrative is a barrier to any kind of useful energy policies. It is impossible to create a coherent policy when policymakers have a different definition of the goal, and energy policy in the United States has been notable for its incoherence. What we get, in fact, are programs that are economically illiterate, poorly defined, unmeasurable, and often grandiose to the point of absurdity. They might sound good, but waste billions of dollars and produce nothing of value.

Policy has typically reflected the narrative: To break our dependency, we’ve been told of the need for alternative (domestic) energy technologies. According to policymakers, the U.S. obviously can’t rely on markets since they seem not to have noticed that domestic fossil fuel resources are limited (and lately, also bad for the planet) and that we are being held hostage by the Organization of Petroleum Exporting Countries (OPEC).

Of course, a switch from fossil fuels to new technologies would change so many facets of daily life that it would mean a social as well as technological transformation. Synfuels, breeder reactors, ethanol, fusion, wind, solar: all have been touted over the decades as panaceas that would solve America’s energy “problem,” as they defined it, and at the same time would alter the way we think and live. [1]

Government energy programs have been arrogant and, in many respects, irrational as well. Policymakers have often assumed that technological breakthroughs would occur simply because a law said they would happen. Of course, in reality, presidents, members of Congress, bureaucrats in the Department of Energy or the EPA could not and cannot legislate, mandate, or decree technological advance.

Changing the Narrative

As long as officials think energy policy must change the world, failure and waste will continue. Energy policymaking needs a different mind-set.

Policy requires modesty – modesty in understanding of what can actually be accomplished. Modesty is perhaps a foreign idea among elected officials. But a modest approach is the only way to develop policies related to energy resources and technologies that have a real chance to do some good.

No more panaceas, no more transformations of American life: those inevitably take us nowhere.

In subsequent posts I’ll sketch out what modest energy policies would mean.

What to do During a Hurricane

Hurricane season officially began on June 1st and we want you to stay informed, educated and safe!

So far, we’ve covered what to do at the start of hurricane season, what supplies you should have in your hurricane preparedness kit and what to do once a storm watch or warning has been issued—all great things to know in order to keep you and your family out of harm’s way.

This week, we’ll cover what to in the event that a storm does hit.

Next week, we’ll move onto how to get back to your life and assess damage after a storm.

Be prepard to evacuate your home if you:

  • Are directed by local authorities to do so
  • Live in a mobile home or temporary structure
  • Live in a high-rise building
  • Live on the coast, on a floodplain, near a river, or on an island waterway

Here are a few tips on what to do once a storm is in the area:

  • Listen to local radio or television broadcasts to stay up to date on all hurricane related news
  • Turn off utilities
  • Turn your refrigerator and air conditioner to the coldest setting
  • Fill your bathtub and other large containers with water for cleaning, flushing the toilet and drinking (if necessary)
  • Avoid using your telephone, except for in serious emergencies
  • Stay indoors during the hurricane and away from windows and glass doors
  • Close all interior doors and secure and brace external doors
  • Keep curtains and blinds closed
  • Do not be fooled if there is a lull—this is typically the eye of the storm and winds will pick up again
  • Take refuge in a small interior room, closet or hallway on the lowest level
  • Lie on the floor under a table or another sturdy object
  • Avoid elevators

U.S. EPA’s Hyper Ozone Regulation: Deserved Pushback

“EPA should not be allowed to fund illegal experiments, hire surrogates to scare and propagandize us, or impose excessive, fraudulent rules that kill jobs and harm human health and welfare. Nor should it have so much fat in its budget that it can waste our money on useless, unethical programs.”

The U.S. Environmental Protection Agency’s neo-Malthusian-inspired ecological battle against the economy centers upon mitigating emissions of the green greenhouse gas: carbon dioxide (CO2). But there is another part to the story: EPA’s rushed, hyper-restrictive standards for ozone.

Background

Under the Clean Air Act, EPA must set standards for ozone and other pollutants – and periodically review existing standards, to determine whether they are adequately protecting public health, or need to be tightened further.

In 1997, the agency reduced the permissible ambient ozone level to 84 parts per billion (equivalent to 8.4 cents out of $1,000,000). In 2008, it lowered the standard again, to 75 ppb.

However, due to public outcry, and because EPA’s own clean air science advisory committee said the reduction wasn’t necessary, in 2009 the agency suspended the 75 ppb rule’s implementation, pending “further study.”

Shortly thereafter, though, Lisa Jackson’s EPA decided to slash allowable ozone levels to 60 ppb – without doing any further analysis. Sensing how politically volatile the issue could become, President Obama told EPA to postpone the hyper-restrictive rule until after the 2012 elections.

Pushback

Meanwhile, state and industry lawsuits challenged even the 75 ppb level as unnecessary and harmful, and self-proclaimed “public health advocates” (the usual hardcore environmentalist groups) sued for immediate implementation, claiming ozone’s role in smog means 60 ppb levels are needed now.

Right now, according to the Business Roundtable, only 66 out of 736 monitored US counties do not meet the 75 ppb ozone standard. (Virtually all counties meet the 84 ppb standard.) The Obama EPA’s 60 ppb rule would put 96% of those counties – 707 of 736out of compliance, according to EPA!

Other analysts say the new standard would turn “only” 85-88% of the counties into non-attainment areas. Maps depicting the 60 ppb rule’s impact show massive swaths of the United States blasted into noncompliance.

Ozone-Regs-Handout

The 60 ppb standard is not anchored to transparent, objective science about the effects of ozone on humans. In fact, no recent study has shown negative (much less toxic) effects on people, even at levels far higher than in America’s ambient air.

Ozone is a naturally occurring oxygen compound (O3) found in varying concentrations in all air all over the world. Even people engaged in vigorous exercise displayed only minor transient effects from high ozone levels.

This overreach is underscored by the fact that even parts of Yellowstone Park would be out of compliance, if the 60 ppb rule is imposed. That’s because the volatile organic compounds that are precursors to ozone don’t come just from fuels, plastics and other hydrocarbons. They also come from volcanoes, hot springs and trees: deciduous trees emit VOCs on hot, sunny days; conifers emit them day and night.

The regulatory derangement is further accentuated by its outsized cost. EPA itself says the 60 ppb rule will carry a $52–90 billion annual price tag. But the Manufacturers Alliance for Productivity and Innovation says the actual cost could be $1 trillion per year.

Even worse, that is on top of the current cost of $353 billion per year to comply just with EPA rules – and the $1.8 trillion annual cost for U.S. businesses and families to comply with all federal regulations – according to the Competitive Enterprise Institute.

The Asthma Rationale

Its claims that economy-crushing ozone rules will prevent asthma and “save the children” are equally deceitful. U.S. asthma rates have been rising, even as pollution levels are declining. By EPA’s “logic,” we should increase pollution to decrease asthma rates.

In reality, asthma is an allergic disease; air pollution can aggravate asthma to some degree, but doesn’t cause it. Hospital data show no correlation between pollution levels and asthma admissions.

The real reasons more kids have asthma attacks, toxicologists explain, is that they spend more time in tightly insulated homes, spend less time outdoors and in the dirt, and don’t get exposed to enough allergens during their early years to reduce their high levels of immune hyperactivity and allergic hypersensitivity.

In essence, American children are living “in a bubble” and are too sensitive to exposures to allergens that would not have caused allergic reactions to previous generations.

An honest, socially responsible EPA or American Lung Association (ALA) would clarify all this. But EPA has an agenda – and it pays the ALA–and other activist groups–millions of dollars annually to help it frighten people about “worsening” air quality and “dangerous” pollution levels, to advance that agenda.

ALA’s Dirty Work

The Heritage Foundation estimates that EPA gave these organizations $3.8 billion between 2000 and 2010. The American Lung Association alone received over $20 million – which it used to:

  • Conduct opinion polls carefully devised to support agency regulations on soot from power plants;
  • produce sleazy TV attack ads that equate challenges to its runaway regulatory regime to killing babies; and
  • Buy billboard space accusing legislators of hurting children for trying to prevent EPA from regulating carbon dioxide until Congress explicitly authorizes it to do so.

EPA has also given millions in taxpayer money to student activist groups and “environmental justice” organizations, to vilify and stifle any criticism of its programs, assertions, methodologies, or damage to people’s health and welfare.

Unethical Experiments

In one particularly outrageous example, EPA gave millions of dollars to researchers who intentionally and illegally exposed thousands of people to air pollutants, including soot from diesel exhaust – at high levels that EPA itself insists (but did not tell its experimental subjects) are dangerous and even deadly.

EPA is using the studies to bolster its bogus claim that we need even stricter limits for these pollutants. Almost as incredible, although even these supposedly “lethal” pollution levels did not sicken test subjects, the agency still demands emission levels at a tiny percentage of what the test subjects were exposed to.

Either EPA and its equally unethical researchers are guilty of attempted manslaughter for exposing people to lethal doses – or they are lying to Congress and the American people about the effects of air pollution, to justify imposing more job-killing rules that have no medical or scientific basis.

In fact, EPA claims that 65% of the alleged “benefits” from its 60 ppb ozone rules will come from “incidental reductions” in the “fine particulate matter” (soot) that its test subjects were illegally exposed to. In other words, EPA itself admits that ozone is not actually a problem.

This secretive, tyrannical, corrupt, abusive, ideologically driven rogue agency’s budget needs to be trimmed, as several courageous congressmen have proposed. That would help force EPA to focus on real environmental problems, as required by law and honest science.

Hidden Costs

EPA overreach is costly. Anemic growth and declining economic status mean millions of families cannot heat and cool their homes properly, pay their rent, mortgage or other bills, take vacations, or save for retirement.

The stress of being unemployed – or holding several low-paying part-time jobs – means sleep deprivation, poor nutrition, more commuting, higher incidences of depression and alcohol, drug, spousal and child abuse, lower life expectancies and higher suicide rates. EPA ignores all of this, making its regulatory “benefits” fraudulent.

Conclusions

EPA should not be allowed to fund illegal experiments, hire surrogates to scare and propagandize us, or impose excessive, fraudulent rules that kill jobs and harm human health and welfare. Nor should it have so much fat in its budget that it can waste our money on useless, unethical programs.

An essential part of this long-overdue reformation will be to investigate EPA and its researchers for their immoral human experiments, the endless deceptions being perpetrated on our nation, and the serious harm that this agency’s unnecessary, oppressive regulations are having on people’s jobs, health and welfare.

It’s high time that our Congress, courts and state legislatures exercised some responsible adult supervision.

Appendix: EPA Zones : Mo, No, Twilight

EPA’s new ozone standards will send America into three zones.

EPA’s Mo’Zone will impose still mo’ government, mo’ rules, mo’ intrusions in our lives, more obstacles to economic development, job creation, and modern health and living standards. EPA rules are already killing off coal-fired power plants, affordable electricity, and coal-mining jobs and communities, based on questionable to fraudulent claims about mercury and particulates.

Its imminent CO2/global warming regime will put EPA in charge of everything Americans make, ship, drive, eat and do.

The EPA NoZone means no economic growth, no employment opportunities, no civil rights progress, no concern about our lives, livelihoods, or real health and welfare. These ozone rules will not be issued in a vacuum.

More than 40 million Americans are still unemployed, under-employed, or have given up on finding a job. Over 47 million are on food stamps. Then there’s Obamacare, Dodd-Frank … and federal agencies primed to impose 4,000 more new regulations – on top of the 81,883 rules they have issued over the past two decades! EPA’s ozone rules would perpetuate this disaster and our abysmal 1.8% economic growth.

In Closed for Business?, the American Petroleum Institute warns:

Upcoming EPA regulations of ozone could shut down business expansion and new jobs where 97 percent of Americans live, without providing any significant environmental benefit.
Strict new standards could force communities to shut down business activity in a futile attempt to force ozone levels below background levels. Needless to say, operating under such stringent requirements could stifle new investment necessary to create jobs and could slow the economy or even nudge it back into recession.

EPA’s Twilight Zone is bizarre, on top of bad. America’s air quality has improved dramatically since 1970, and continues to get even better as technologies and fuel efficiencies advance. But instead of recognizing this, EPA (and the pressure groups it pays to promote scary pollution fantasies) constantly demand more costly and restrictive regulations.

The rules do not just provide few or no actual benefits; by imposing needless costs and killing jobs, they actually harm human health and welfare, and kill people.

Frac Bounty: All Should Participate (resource creation for economic revival)

Deep Ecology adherents view fossil fuels as evil incarnate, and believe fervently in ‘peak oil’ and Climate Armageddon. They are frustrated that fracking guarantees a hydrocarbon renaissance and predominance for decades to come, and helps reduce carbon dioxide emissions without massive economic sacrifice.”

Anti-energy activists actively promote falsehoods about the vital, safe, job-creating hydraulic fractionation. They inhabit a callous parallel universe to wage war on affordable, plentiful energy–and quality, sustainable jobs. Such a war targets those who need jobs and lower costs the most. 

It is time for all thinking, good people–Democrat and Republican–to welcome the oil and gas treasure unleashed by new technology in every locality and state where private property rights are respected. And, as Bret Stephens wrote in the Wall Street Journal, it is high time for environmentalists to think.

“Ninety-eight Percent Positive”

Signs of pride and prosperity were evident all over Williamsport and the gorgeous northern Pennsylvania countryside around it. Friendly, happy people greeted us. New cars, trucks, hotels and restaurants sparkled in a clean, bustling downtown. New roofs topped barns and houses, while late model tractors worked the fields. Formerly dirt roads are now paved.

Men and women again have high-paying jobs, young people are coming back instead of moving away, their salaries are supporting other businesses and jobs, and many are taking college programs in oilfield technical and business specialties, Vince Matteo told me. As president and CEO of the Williamsport/Lycoming County Chamber of Commerce, he’s witnessed the transformation.

“Ninety-eight percent of the change has been positive,” he says. Contributions to United Way are increasing each year, county infrastructure has improved enormously, and environmental impacts are minimal.

High-Tech at Its Best

Visits to several Anadarko Petroleum drilling and fracking sites explained why. The operations are far more high-tech than what I had seen previously on rigs in the Rocky Mountains, off the Louisiana and California coasts, and last fall in Alberta’s oil sands region.

Hydraulic fracturing was first employed in Kansas in 1947. But steadily improved fracking technology is now combined with computers, down-hole sensors and microseismic instruments. Drilling equipment lets crews send a bit 6,000 feet down and 8,000 feet laterally into Marcellus Shale formations – and end up within three feet of their intended target!

The operations are conducted from atop a multi-layered felt and impermeable plastic pad, surrounded by a berm, to keep unlikely spills from contaminating farm and forest land. Multiple wells are drilled from a single pad and “kicked out” horizontally in various directions. The drilling rig is skidded a short distance to four or five more locations around the pad, the entire array is fractured at high pressure, and short wellheads are installed to collect natural gas, and send it to local and interstate pipeline networks.

A nearby impoundment is also lined with plastic to hold water for fracturing operations. Topsoil removed to prepare the pad and pond is stored nearby. As operations are finished, the land is reclaimed, topsoil is replaced, and local grasses, flowers and shrubs are planted, to create meadows for deer and wild turkeys – or anything else the landowners prefer. To launch 20-40 years of hydrocarbon production from a 15,000-acre (23-square-mile) area requires barely 2% surface disturbance, most of it for just a few months.

Once the work is completed, the area quietly and unobtrusively produces decades of energy – and revenue for farmers, wildlife organizations, hunting groups, and local, state and federal treasuries.

Water: 99.5 Percent

Hydraulic fracturing takes place some 5,500 feet (almost four Empire State Buildings) below the water table. To prevent groundwater contamination, pipe penetrating the first seven hundred feet is surrounded by layers of steel casing and specialized cement. During the drilling and fracturing process, even rainwater collected from the drill pad is saved and used. Some of the water used to fracture the shale is also recovered during gas production; this “flowback” water itself is filtered, treated and reused.

The hydraulic fracturing process requires some 2.0-4.2 million gallons of water per well, but fresh or brackish water works equally well. A 2013 Ceres study concluded that hydraulic fracturing consumed 75 billion gallons of water per year on average nationwide, in 2011 and 2012. EPA says fracking consumes 70-140 billion gallons a year nationally, and the Texas Water Resources Board estimates that Lone Star State oil and natural gas companies used 27 billion gallons of water for fracking statewide in 2011.

However, Texas homeowners used 495 billion gallons for lawns and gardens, the TWRB found (18 times what fracking consumed), and household landscape irrigation nationwide consumes nearly 3 trillion gallons of water annually, according to EPA (21-43 times the EPA and Ceres estimates for hydraulic fracturing).

Even more revealing, according to the U.S. Department of Energy, fracking requires just 0.6 to 5.8 gallons of water per million Btu of energy produced. By comparison, “renewable” and “sustainable” corn-based ethanol requires 2,510 to 29,100 gallons per million Btu of usable energy – and biodiesel from soybeans consumes an astounding and unsustainable 14,000 to 75,000 gallons of water per million Btu!

Chemicals: 0.5 Percent

As to chemical contamination, fracturing fluids are 99.5% water and sand. Moreover, the 0.5% chemicals portion is increasingly basic, nontoxic household or kitchen stuff.

Anadarko’s chemicals today are only “slickeners” (to help the sand get further into cracks created by the pressurized water) and “biocides” that prevent bacterial buildup in the well pipes. Which chemicals are used for any single well in the United States can be determined by going to www.FracFocus.org – and every EPA, DOE and other study conducted to date has concluded that fracking has never contaminated a single U.S. well.

Job Creation (Obama’s Windfall)

Hydraulic fracturing has created 1.7 million new direct and indirect jobs in the United States, with the total likely to rise to 3 million jobs over the next seven years, IHS Global Insight reports. It has injected billions into North Dakota, Pennsylvania, Texas and other state economies.

It’s added $62 billion to federal and state treasuries, with that total expected to rise to $111 billion by 2020. By 2035, U.S. oil and natural gas operations could provide over $5 trillion in cumulative capital expenditures into the economy, while generating over $2.5 trillion in cumulative additional government revenues.

In the process, fracking has revived America’s petrochemical, steel and other manufacturing industries, and reinvigorated American ingenuity and economic competitiveness. One shudders to think how awful the US unemployment, part-time employment and economic picture would be in its absence.

Global Significance

This game-changing technology has also transformed US, EU and global political equations and power structures. With the United States, Argentina, Britain, China, Israel and many other countries collectively sitting atop centuries’ worth of now economically producible oil and natural gas, OPEC and Russia can no longer control prices and threaten customer nations.

For poor developing countries, natural gas from shale provides fuel to generate abundant, affordable electricity that will transform lives.

Serial Deceit

Then why do Hollywood and radical greens celebrate misleading films like Gasland and Promised Land – even after Phelim McAleer and Ann McElhinney’s documentary FrackNation completely demolished Gasland‘s lies and half-truths? Why do outfits like Food and Water Watch and the Sierra Club, and ill-informed activists like Yoko Ono, continue to scream hysterical nonsense about the process?

Follow the money – and the ideology. Big Eco is big business, and big egos. It seeks ever more power and every greater control over our lives. Fracking threatens all of that.

“What you get in your mailbox is a never-ending stream of crisis-related shrill material designed to evoke emotions,” former National Audubon Society COO Dan Beard once admitted, “so that you will sit down and write a check” – or click the “Donate Now” button. This multi-billion-dollar-per-year industry would collapse without the crisis du jour it conjures up, with help from the news media, politicians and regulators.

Deep Ecology adherents view fossil fuels as evil incarnate, and believe fervently in “peak oil” and Climate Armageddon. They are frustrated that fracking guarantees a hydrocarbon renaissance and predominance for decades to come, and helps reduce carbon dioxide emissions without massive economic sacrifice.

They also tend to be well-off, and clueless about the true sources of modern living standards. They have disturbingly callous attitudes about people who have lost their jobs because of Mr. Obama’s war on coal and cheap energy – and about poor rural New York families that are barely hanging onto their farms, unable to tap the Marcellus Shale riches beneath their land, because Governor Cuomo refuses to lift his moratorium on fracking. Many don’t give a spotted owl hoot about the world’s impoverished billions, whose hope for better lives depends on the reliable, affordable electricity that “frack gas” can help bring.

These shameful attitudes hurt people and planet. We need to frack for a better, cleaner, happier world!
